Paypal has introduced new policies:

I had to read this paragraph twice to pick up the point the author, Robert Spencer, was making about PayPal's fine still in place, but left more implicit in it's intent to fine based on two categories; hate and intolerance.  I put the text in bold for quick find on the policy in the paragraph above. [/size]

Do you think this policy is clear enough, fair or leaves the discretion of PayPal to interpret rule breaking with the  flexibility of this vague policy on hate and intolerance?
